Commission Meeting for 7/15/2014
 


Time, Date and Place:

The 187th meeting of the Idaho Lottery Commission took place on Tuesday, July 15, 2014 at 9:30 AM at 1199 Shoreline Lane, Boise, Idaho 83702.

1. Meeting Called to Order

Meeting called to order by Chairman Fisher at 9:30 AM.

2. Approval of the Minutes

Commissioner Michael moved to approve the minutes from the May 15, 2014 and June 26, 2014 meetings. Commissioner Kerrick seconded the motion. The vote was unanimous for approval.

3. Director Update

Director Anderson updated the Commission on upcoming game information and new games. He reminded them that Idaho Bingo, which has already been approved by the Commission, will launch in August and there is much excitement for this new $5 Idaho only Draw Game. In October we will be premiering some new Intralot games called InstaPlay, which are terminal based instant ticket games priced between $1$5. The new multistate game Lucky for Life will be launching in January which is a new Draw Game priced at $2 and the top prize is $1000 per day for life. Then, the last new game on the horizon for us is Monopoly Millionaire’s Club. The Directors of the game group have met and have finally landed on game group rules, the matrix and the cost for us to enter this game. We are prepared to ask for Commission approval of the Monopoly Millionaire’s Club to premier in Idaho in March 2015. There are 21 States that are already signed up to join this game with most of them beginning in October. However, some of them will be beginning in January and three states along with us will be launching in March.

Commissioner Kerrick moved to approve joining the Monopoly Millionaire game. Commissioner Corbett seconded the motion. The vote was unanimous for approval.

Lastly, Director Anderson informed the Commission that he is now the Chairman of the Powerball Game Group. He feels there has historically been a lack of a longterm plan for the game and as Chairman, along with the Vice Chairman, they will work to form a strategy to build out the game and strategy long term. We want to figure out ways to enhance the base game while at the same time finding a way to leverage the brand.

4. Quarterly Current Sales Report

Chief Financial Officer went over both the final sales report for the last fiscal year as well as the yeartodate current sales report. Both reports are entered into the minutes as an attachment.

5. Mareketing Division Update

Deputy Director MoodySt. Clair reviewed the current Marketing Department updates. We have been preparing for our 25th Anniversary Celebrations and the National PowerBall Draw. We are also preparing for our player appreciation party that will take place out at the Idaho Center featuring bands, giveaways, and the Wooh Crew. Director Anderson and Governor Otter will be doing the live Powerball announcement along with Mark Johnson. We are getting great exposure from this through our partner KTVB and our radio partner, The Bull.

She informed the Commission we are launching our next $25 game, following our strategy of continuing with this price point, called First Class Fortune. She also mentioned the upcoming launch of Idaho Bingo and preparations for that.

Deputy Director French went over the security measures that must take place to successfully pull off the live Powerball draw including the securing and transferring of machines up until draw time.

David Workman added that the show will be great and we are all set and expect everything to go well and be successful. He spoke of interest from media and other channels running stories on the event.

6. Sales Division Update

Deputy Director Newhouse recapped the sales year and added that we will be selling tickets at the event on Saturday to help give a sales boost. Also, this last fiscal year, we installed 40 brand new retailer accounts as well as installed 38 new Winstation’s and 16 new MultiPlay Stations, which is a big year. This week we are delivering the 25th Anniversary “Party in a Box” kits to retailers to celebrate our anniversary.

7. Security Division Update

Director Anderson and Deputy Director French gave a brief overview of the Indian Gaming issues currently taking place and plans going forward.

8. Set Future Commission Meeting Date

Commissioner Keyes moved to set the next meeting date for Thursday, September 18, 2014 in Boise at 10:00 AM. Commissioner Kerrick seconded the motion. The motion was unanimous for approval and the meeting was set for that date.

9. Adjournment

Commissioner Corbett moved to adjourn the meeting, seconded by Commissioner Keyes. The vote was unanimous and the meeting was adjourned.
